GUIDELINES FOR THE CONDUCT OF ELECTION INTO THE OFFICE OF THE PROVOST



A. Pre – Election Formalities

1. The Electoral Officer shall meet with the Returning Officers, Representatives of the candidates and security officer not later than fifteen minutes to the commencement of the Election.

2. The Electoral Officer shall inspect the venue of the election in the company of the Security Officer to ensure that there are no incriminating objects and documents therein.

3. The Electoral Officer shall handover the Voters List and Ballot Papers to the Returning Officers representing the Faculties of Basic Medical Sciences, Clinical Sciences and Dental Sciences.

4. The Electoral Officer shall request the Security Officer to show the ballot box to the Returning Officers and Representatives of the candidates. The ballot box shall be turned upside down to signify that it does not contain any document or object prior to the commencement of the election.

5. The Electoral Officer shall direct the Security Officer to lock the ballot box and the key shall be kept by the Electoral Officer till the end of the voting.

B. Election Procedure

1. The Electoral Officer shall request the Returning Officers to first cast their votes at exactly 10.00 a.m to enable them concentrate on the electoral process.

2. Voters shall go to the Returning Officers for their Faculties where they will present their identity cards before endorsing their names on the Voting List before collecting the Ballot papers.

3. Voters shall proceed to an obscure location in the venue of the election and vote for the candidate of their choice.

4. The ballot papers shall be dropped in the ballot box.

5. Voters shall leave the venue of the election immediately after casting their votes

6. The voting process shall continue till 2.00 p.m

C. Post – Voting Formalities

1. At 2.00p.m prompt, the Electoral Official shall announce the end of voting
2. The Electoral Officer shall invite the Returning Officers to announce the number of voters
who endorsed the Voting List in each of the Faculty.
3. The Electoral Officer shall invite the Security Officer to open the Ballot Box
4. The Electoral Officer shall request the Returning Officers to count the Ballot papers and
reconcile the total with the aggregate of voters who endorsed the voting lists.
5. The Electoral Officer shall implore the Returning Officers to count the votes for each
candidate
6. The Electoral Officer shall record the number of votes obtained by each candidate on the
Result Sheet
7. The Electoral Officer shall announce the Result of the election
8. The Electoral Officer shall endorse the Result sheet
9. The Electoral Officer shall invite the Returning Officers to endorse the Result sheet
10. The Electoral Officer shall declare the Electoral Processes closed.
11. The Electoral Officer shall present the result of the election to the Provost
